Moodle Qualifications Competence Frameworks

As Moodle Qualifications continue to gain traction since the official launch of our second Qualification program earlier this year, we're dedicating this month's newsletter to exploring the robust competence frameworks that form the foundation of both the Moodle Educator Qualification (MEQ) and the Moodle Administrator Qualification (MAQ).

MEQ: Built on the European Framework for Digital Competence of Educators

The MEQ is based on the widely accepted European Framework for the Digital Competence for Educators (DigCompEdu). This comprehensive framework addresses educators' professional competences across six key areas:

  1. Professional Engagement: Focusing on organisational communication, professional collaboration, reflective practice, and digital continuous professional development (CPD).

  2. Digital Resources: Encompassing the selection, creation, modification, management, protection, and sharing of digital resources.

  3. Teaching and Learning: Covering collaborative learning, self-regulated learning, teaching methodologies, and learner guidance.

  4. Assessment: Including assessment strategies, analysing evidence, and providing feedback and planning.

  5. Empowering Learners: Addressing differentiation and personalisation, accessibility and inclusion, and actively engaging learners.

  6. Facilitating Learners' Digital Competence: Developing information and media literacy, problem-solving skills, responsible use of digital tools, communication skills, and content creation abilities.

This framework ensures that educators qualified through the MEQ program demonstrate proficiency in using digital technologies to enhance teaching and learning while maintaining appropriate pedagogical approaches.

MAQ: Structured around the DigCompLMSAdmin Framework

The Moodle Administrator Qualification (MAQ), launched in February 2025, is structured around four thematic areas:

1. Infrastructure:

  • Implementation (installation, security, privacy, site policy).

  • Maintenance and Support (performance, upgrading, year-end/rollover, support structures).

2. Operation:

  • Site Structure (site and course defaults, course/category management, repositories and portfolios).

  • User Management (authentication, enrolment, roles, capabilities and permissions).

  • Site Look and Feel (navigation, customisation, accessibility, inclusion).

  • Monitoring (site reports, course reports, analytics, event monitoring).

3. Integration:

  • Plugins and Extensions (integration policy, community contributions, commercial add-ons, LTI, web services, Open Educational Resources).

4. Practice:

  • Professional Practice (community troubleshooting and collaboration, reflective practice and digital CPD).

This structured approach ensures that MAQ-qualified administrators can effectively implement, maintain, operate, and integrate Moodle LMS within their organisations while continuously improving their professional practice.

Why these frameworks matter

These competence frameworks provide significant benefits:

  • Comprehensive coverage: They ensure that both educators and administrators develop a full range of skills necessary for their roles.

  • Global recognition: MEQ’s framework is based on an internationally recognised standard, while MAQ’s framework is natively developed within Moodle, ensuring they have worldwide validity.

  • Professional development pathways: They offer clear progression routes for continuous professional growth, as they are used by Moodle Academy for the Educator and Administrator learning pathways.

  • Institutional value: Organisations benefit from staff who can fully leverage Moodle's capabilities as educators or administrators.
